FAQ – Clean Truck Check – HD I/M Program

In 2024, California is intensifying its emissions testing program with the introduction of the Clean Truck Check. To prevent non-compliant trucks from operating, the state is implementing stricter emissions standards for diesel vehicles.

This updated program will include testing for on-highway commercial trucks, RVs registered in California, as well as qualifying personal vehicles and agricultural equipment.

We’ve gathered a list of Frequently Asked Questions (FAQs) and useful links to help you understand the requirements for operating your diesel vehicle in California.

What does the Clean Truck Check test consist of?

To comply with the Clean Truck Check program, your vehicle will need one of two possible tests:

  • For vehicles equipped with OBD (2013 and newer), we will conduct the HD I/M test, and the results will be electronically submitted to CARB.
  • For vehicles older than 2013, we will perform a functional inspection and PSIP test (commonly known as an opacity test) to assess compliance. To conduct this test, access to the engine data plate, exhaust system, and throttle is required.

Along with completing the physical vehicle testing, you’ll need to access the online CARB portal to pay the annual fee.

All diesel and hybrid vehicles with a gross vehicle weight rating (GVWR) over 14,000 lbs must comply with the Clean Truck Check program. The GVWR is usually listed on the driver’s side door jamb label. Even non-commercial vehicles like RVs are included in this program if they are registered in California.

The following heavy-duty vehicle types are not subject to this regulation:

  • Zero-Emission Vehicles
  • Military Tactical Vehicles (Title 13, CCR, Section 1905)
  • Emergency Vehicles (California Vehicle Code Section 165 or California Health and Safety Code Section 1797.84)
  • Historical Vehicles (Authorized under California Vehicle Code Section 5004)
  • New Vehicles with Certified Engines meeting the most stringent optional NOx standard (≤ 0.01 g/bhp-hr) – Exempt during the initial four years of Clean Truck Check implementation (2023-2027).
  • Motorhomes Registered Outside California
  • Vehicles with Experimental Permits (Authorized by California Health and Safety Code Section 43014).

Starting January 2025, California-registered vehicles must complete testing by a deadline aligned with their registration date. For out-of-state vehicles, deadlines will depend on the last digit of the VIN. Refer to Table II in the link below for details.

Clean Truck Check: Now Enforced
To comply with California’s emissions standards, your truck may be randomly selected for roadside testing using emissions monitoring devices. If flagged for high emissions, you’ll receive a Notice to Submit to Testing.

Steps to Follow:

  1. Schedule a Test: Get your truck tested at a certified emissions facility within 30 days.
  2. Make Necessary Repairs: Address any issues to ensure your truck meets emissions standards.
  3. Avoid Penalties: Non-compliance with the Notice or emissions standards could lead to further testing and penalties.

2024 Vehicle Compliance Deadline
All vehicles must meet compliance standards between July 1st and December 31st, 2024. To stay compliant:

  • Pay the 2024 Annual Compliance Fee: Ensure payment is made by the deadline.
  • Resolve Outstanding Violations: Address any unresolved enforcement issues before the compliance date.
